The documentary is made by Liviu Tipurita, who grew up in Romania. He visits Madrid and movies children as eight years old who goes around town looking for someone to steal from. Evidence indicates that adults organize it all because they know that children who are caught by the police is released again because of age.
We see boys who constantly tries to steal from men almost twice as large as themselves. Documentary filmmaker says that he first became angry when he saw this. But then he realized that the kids are desperate because they live under tremendous pressure to get money.
Tipurita takes us also to Milan in Italy where both women and men were convicted of exploiting children and forced them stealing. The documentary ends in Romania where he interviews one of the city's inhabitants 2012 academy awards predictions Kraiova.
